Angel can read people's minds from a certain distance (I'll say that she has to be within a distance of roughly 500 feet for now) and also make them do something by planting the wish to perform or not perform a certain action immediately into their minds (she hasn't been seen controlling anyone for longer than about one hour, because she has only used it for single actions like "buy the teddy, ignore me while I'm walking through this maze, jump off that cliff, etc"). But there have been some cases in her canon where people were blocked, as if they were dead or not there.

Over the network, this will only be in effect if she knows the other person in person, since she wouldn't know whom to look for otherwise.

Anything else? Basically, he's an AI. His brain is full of programming, and he can connect to the Internet with it. Trying to read his thoughts would pretty much be an overwhelming amount of binary, possibly with bits of actual thought buried in there somewhere. As for mind control, he works through programming so she'd have better luck if she could actually feed him instructions his program would accept. Normal instructions could also work if they seem reasonable to him, but trying to plant a thought completely off-topic or against his current goals would likely be ignored as a glitch.
